Inconsistent future ISIMIP3b dam data #94

While working on the ISIMIP4b dam data, we noticed an error in the ISIMIP3b dam data. Due to an inconcistency in the underlying IAM-specific region map, some dams are built more than once in different regions. We will fix this and provide corrected data next week.

Affected datasets should not be used until this issue is resolved.
